Scottish welfare reform campaign – manifesto

Campaign groups in Scotland have launched a manifesto outlining the need for genuine reform of the social security system. The key demands in the four-page manifesto, endorsed by more than 40 organisations from across Scotland, are set out below.

Key points

  • Increase benefit rates to a level where no one is left in poverty and all have sufficient income to lead a dignified life.
  • Make respect for human rights and dignity the cornerstone of a new approach to welfare.
  • Radically simplify the welfare system.
  • Invest in the support needed to enable everyone to participate fully in society.
  • Make welfare benefits work for Scotland.

Peter Kelly, director of the Poverty Alliance, said: 'As the hardships caused by the current round of welfare changes begin to bite, there is a clear need for a new approach. Our welfare system should be protecting people, rather than driving them further into poverty. We hope this manifesto provides the basis for the discussion we need about the kind of welfare system we need in Scotland'.
